Mr. Ryan Lay

Chief Executive Officer

Mr. Lay is an experienced leader, business professional, and collaborator with a successful track record focused on improving business performance and operational efficiency of commercial and federal health programs.

His management consulting career has concentrated on a broad portfolio of projects, including strategic planning, organizational transformation, business process reengineering, and program management. Additionally, he is adept at leading initiatives that build strong supporting relationships with clients and providing trusted advice to senior program executives in collaborative, mutually enriching partnerships.

As Chief Executive Officer, Mr. Lay is responsible for making all of the key decisions regarding the company, which involves all sectors and fields of the business, including operations, marketing, business development, finance, human resources, and talent management.

Before co-founding Federal Advisory Partners, Mr. Lay was a Vice-President with Altarum Institute and served with them from 2006 to 2017. Prior to that Mr. Lay was a management consultant with PricewaterhouseCoopers and International Business Machines Corporation.

He received his bachelor’s degree in international trade and finance from Louisiana State University and his master’s degree in Business Administration from Mississippi State University in 2012. Additionally, he is a certified Project Management Professional, a Certified Healthcare Financial Professional, and a member of the Project Management Institute, the Healthcare Financial Management Association, and the American Colleges of Healthcare Executives.
